Mission Statement

Victor and Paul Creative Empowerment Foundation supports creatives with training, mentorship, and scholarships to build confidence, develop craft, and pursue sustainable creative pathways. We expand creative opportunity in communities and enable the creation of work that shapes culture and shared identity. We exist to help ensure human creativity and culture remain valued and viable as technology reshapes the world.

Vision Statement

VPCE envisions a world where creativity is recognized as a vital human capacity, not a luxury or a specialty. We exist to empower people of all backgrounds to explore, develop, and apply their creative voice in every area of life—art, business, relationships, and community—because creation is what makes us human.


Co-Founder: Victor Huang

Victor Huang is a strategic leader with two decades of experience in marketing and product strategy across the banking and retail industries. As a Product Marketing Manager at U.S. Bank, he drives deposit acquisition and revenue growth while cultivating long-term customer relationships. As the co-owner of PopRock Academy in the San Gabriel Valley, he combines this business leadership with artistic development to shape the next generation of creative talent.

Victor’s mission is deeply personal, carrying forward the legacy of his mother, the “Far East Queen of Pop,” Yang Xiao Ping (楊小萍). Synthesizing his experience performing across Asia and the U.S. with his professional business background, Victor now serves as President of Victor & Paul Creative Empowerment NFP. He provides artists with the strategic frameworks and mentorship needed to turn creative vision into sustainable, community-oriented impact in a tech-driven world.

Co-Founder: Paul Kwo

Paul Kwo is a creative entrepreneur, educator, and community builder dedicated to empowering individuals through creativity in all areas of life. He is the co-founder of Victor & Paul Creative Empowerment NFP and the co-owner of PopRock Academy, a performing arts school that has trained and mentored young creatives across acting, music, and dance.

Through both organizations, Paul focuses on nurturing creative confidence, encouraging original thinking, and helping artists and innovators bring ideas into the world.
